The Town of Eagle is looking for a Utility Engineer I or II to lead and support the planning, design, and construction of critical infrastructure that supports our water, wastewater, and stormwater systems.
About the Role
This full-time, exempt position plays a critical role in planning, designing, and overseeing construction of essential utility infrastructure. From water treatment and storage to stormwater and sewer collection systems, you’ll be involved in meaningful capital improvement projects (CIP) that ensure reliable services and regulatory compliance. Depending on your qualifications and experience, you’ll be hired at the Utility Engineer I or II level.
Hiring Range: $69,600 - $115,400
Key Responsibilities:
As a Utility Engineer, you'll take the lead on:
- Managing capital improvement projects (CIP) from design through construction close-out.
- Collaborating with consultants, contractors, utility staff, and the community.
- Reviewing and developing engineering plans and bidding documents.
- Performing inspections and construction observation for compliance with Town standards.
- Solving real-world problems in water/wastewater treatment, distribution/collection systems, and stormwater infrastructure.
- Coordinating with operations staff to ensure project success and regulatory compliance.
- Supporting the development and use of GIS and asset management tools.
You’ll also represent the Town in meetings with developers, the Planning Department, and Town Council.

Minimum Qualifications:
Utility Engineer I
- Education: Bachelor’s degree in civil, environmental, or a related engineering field from an accredited college or university.
- Certification: Enrollment as an Engineer Intern (EI) in Colorado.
- Skills & Abilities:
- Basic knowledge of engineering principles, public utility systems, and construction processes.
- Familiarity with AutoCAD Civil 3D and GIS software.
- Ability to interpret engineering plans and technical specifications.
- Strong written and verbal communication skills.
- Organized, detail-oriented, and able to manage multiple priorities.
Utility Engineer II
- Education: Bachelor’s degree in civil, environmental, or a related engineering field from an accredited college or university.
- Certification: Must be a licensed Professional Engineer (PE) in the State of Colorado or the ability to obtain a Colorado PE License within 1 year.
- Experience: A minimum of four (4) years of progressively responsible experience in civil engineering, with an emphasis on utility infrastructure such as water distribution, wastewater collection/treatment, or stormwater management.
- Skills & Abilities:
- Water and wastewater treatment and distribution/collection.
- Proficient in engineering design software, including AutoCAD Civil 3D and GIS.
- Demonstrated ability to manage complex projects, budgets, and contractor performance.
- Knowledge of permitting, environmental regulations, and public procurement processes.
- Ability to perform technical review of development and capital improvement plans.
- Effective communication and leadership skills; comfortable presenting to stakeholders and the public.
