Contracts and Grants Specialist

Hiring Range: $24.75-$29.09.

The Contracts and Grants Specialist provides support to the Human Services team, specifically focused on early childhood initiatives. Performs functions including contract creation, data tracking, fiscal tracking, quality assurance and grant administration in order to ensure fiscal stewardship of county, state and federal funds. This role will collaborate across the Human Services Department, other county departments and community partners to achieve the early childhood strategic priorities of Eagle County Human Services and Eagle County Government.

Schedule: M-F, 8am-5pm. After completion of training, a Hybrid or Flexible Work Arrangement schedule may be offered.

Essential Functions

Performs Essential Programmatic Functions for Early Childhood Focused Programs - 80%

  • Establishes protocols and collaborates with Early Childhood Coordinator and DHS leadership in design and administration of funding priorities
  • Tracks, maintains, and monitors tracking worksheets and backup used for grant invoicing on a monthly and ongoing basis
  • Audits and performs quality assurance and improvement measures related to grants and other payments
  • Provides fiscal coordination of grant programming
  • Develops and oversees a contract management system that ensures development, renewal, and execution for Early Childhood grant dollars
  • Develops and maintains an electronic application process
  • Ensures all web pages are accurate and facilitate a smooth application process for the vendors
  • Assists with customer service to grantees, community partners, and the general public
  • Provides programmatic support for Early Childhood Coordinator and DHS program staff
  • Researches and writes reports to assist with program development and evaluation
  • Tracks grant deliverables and provides regular reporting
  • Supports logistics for stakeholder meetings
  • Helps to promote awareness of early childhood programming funding and outcomes
  • Provides fiscal and operational support related to the Colorado Child Care Assistance Program

Liaise with Finance and DHS Leadership- 15%

  • Provides assistance in resolving any delinquent or incorrect invoices, missing payments, paperwork, or data discrepancies
  • Provides regular reports, as requested
    Works to continuously improve the grant process to assure great customer service and timely receipt of applications for programs and accurate data and documentation

Special Projects- 5%

  • Plans and implements short-term projects that further early childhood related and family-focused priorities.

Other Duties as Assigned

  • Observes safety and security procedures, uses equipment and materials safely and reports potentially unsafe conditions.
  • Serves the community by demonstrating Eagle County Government mission and core values and following relevant policies and procedures.

Qualifications

Education, Experience, Licensure, Certification, or Registration:

  • Minimum Education: High school
  • Preferred Education: Associates or Bachelor’s degree in Business Administration or related field or any combination of education and related job experience.
  • Minimum Work Experience and Qualifications: Grants and contract management experience
  • Preferred Work Experience and Qualifications: Experience in fiscal analysis, accounts receivables or accounts payable processes.

Knowledge, Skills and Abilities:

  • Skills in general office procedures and practices.
  • Ability to maintain a high level of accuracy, work production and confidentiality.
  • Ability to balance and manage competing priorities.
  • Knowledge of statistics and data collection.

  • Knowledge of financial tracking and data collection.
  • Proficient in the use of information technology, including email, web navigation, and software such as Google Suite or Microsoft Office applications. Experience with Google Suite is preferred.
  • Bilingual in both English and Spanish would be helpful.
